This Tails 3.11 did boot fine on the affected computer, right?
How was it installed? If it was not installed with Tails Installer,
could you try that on the same USB stick and see if it boots on the
same computer?

I'm asking because the MBR bytes that your diff highlights are exactly
the same whether I install Tails 3.12~rc1 with Tails Installer or
I install it with GNOME Disks and then start it once. So I would
assume that a system that fails to boot the latter should also fail to
boot the former.

Note for these tests, the other ones I've asked, and the other ones
I'll ask: it matters to use the exact same USB stick and computer.
