Thanks for pointing that:

It doesn't seem to be possible to display a *per-program*, neither
per-language message.

It's indeed confused.
I clearly misunderstood the problem, sorry for the noise.

As we (the french team) want to keep on working with git, I've searched
for a way to avoid duplicate work, i.e. tell the french translators on
Transifex.

Until now, the only way I found to contact them directly is to use the
"Last-translator" emails listed in each .PO file headers.

A new french translator could start translating on Tx without being
warn that the same work is done here.

Transifex doesn't seem to offer a proper way to convey such a message:

In addition to the project's header message, there is

- an announcement system, but it seems to allow only project-wide
messages.

- and a "Language team" feature. this feature is not actually
available/activated: «The Tor Project does not maintain its own
translation teams».

The Transifex documentation doesn't say that much about those features,
and, as a non-administrator user, I can't discern if they offer a proper
answer.
