Maybe I have found another point to add up to that list.

See the default comment in a torrc created by Tor Launcher. Copied in
here for your convenience.

"# This file was generated by Tor; if you edit it, comments will not
be preserved
# The old torrc file was renamed to torrc.orig.1 or similar, and Tor
will ignore it"

Tails could maybe put its own Tor config to
/usr/share/tor/tor-service-defaults-torrc.

What about user customizations in torrc? Where never supported in
Tails? Would be no longer supported? Persistence of torrc?
