Sorry for being unclear. That's what I meant, cf.
"generic_nonmember_action" in #16886#note-3.

Ok! So I configured both to:
- Set "generic_nonmember_action" to "Hold"
- Add "tails-foundations@???" as "Moderator"
I'll let you adjust if you want to use a different email.
