You are correct, as T(U+0054) and t(U+0074) are also different
characters. However, like E and Ε, they would logically be ordered
together.

Though I do not think that phonetics will address our concern, as a
phonetically ordered list will have differing thoughts on the
hierarchical order, e.g., which comes first, second, and so on. Even
amongst Latin languages many cant agree on where to place Zeta/Z/Zed...

Maybe something more like the way Unicode groups things and have Latin,
Cyrillic, Brahmic, Semitic, Armenian, Greek/Coptic, Ethiopic, Native
American, Buginese, Georgian, Thaana, and N'Ko as listed language
groups.

Though maybe these can be further refined and organized :)

Or maybe we don't make things more usable by increasing ease and
reducing hardship; maybe we make things more usable by reducing ease and
increasing hardship and make this a game where people have to guess
their language, or another [0].

Gaming as a security and/or usability feature :)
