First of all, it is not currently possible to easily verify the
authenticity of Tails once installed on a USB stick. As you mentioned,
the best way to ensure that a Tails device is genuine is to reinstall it
from another trusted copy of Tails.

But, in that case, you need to reinstall it from a different and trusted
Tails device. In other words, if you are doubting about the authenticity
of a Tails device, you cannot use it to reinstall another one.

Does that make sense?
