Works fine for me on current sid, with the following gpg.conf:

keyserver hkps://hkps.pool.sks-keyservers.net
keyserver-options ca-cert-file=/etc/ssl/certs/sks-keyservers.netCA.pem
keyserver-options http-proxy=socks5-hostname://127.0.0.1:9050
keyserver-options no-try-dns-srv
keyserver-options no-honor-keyserver-url
keyserver-options include-revoked

So, if you can reproduce that bug, please report it to
Debian directly. Thanks!
