[Tails-project] CTF and Tor winter dev meeting

Hi,

I think OpenITP's Circumvention Tech Festival [1] was already
mentioned here. If it wasn't, then, here we go.

What's new is that Tor's plans for doing things there are being
clarified [2]. I've no idea if this information is final and
authoritative, so you might want to take that with a grain of salt.
