Hi,

as we are seeing more and more bug reports about problematic USB
sticks (mostly due to the fact they don't expose themselves as
removable devices, which is — unfortunately — right according to the
standards, although totally new TTBOMK), I felt the need to explain
how to diagnose this boot failure mode, how it can be workaround'd
temporarily, and why this is dangerous:

I'm not very happy with how the tails_does_not_start/#entirely flow is
after my addition, but I am unsure how it could be improved.

Doc writers, please review and suggest improvements if needed :)
