The boot menu part may be obsoleted, but adding the language packages
will not be. Or am I missing anything (geez, I said it again :)).

The todo/research tag is still applicable to the Windows Vista/7 themes.

I completely reorganized the page in 2fa2ce3, removed some redundant
cruft and set clearer priorities.
