To be fair, unless I'm missing something, that can hardly be considered telemetry given that the only identifiable information that could be stored with boot count is the IP address (plus possibly the Tails version, if the boot count happens during upgrade availability check as reported elsewhere), and the IP address is anonymized by Tor. But I guess it's matter of definition.
