I can see a good case for privacy for including "send later" if sending later would hide when a given user was connected to Tor and/or using their computer. That is, if it caused the email to be sent on towards its recipient when the user was no longer running Tails.

However, if "send later" is implemented within Thunderbird itself, as I suspect it is, then it would fail to provide that kind of hiding. In fact, it might mislead a user into thinking some hiding was taking place.
