Thanks a lot for the report! The issue that this dialog is shown is now
tracked at

Debug logs might help us figure out what is taking so long. Could you
please boot Tails with the 'debug' boot option [1], try to reproduce the
issue and then start Tails and send a report via WhisperBack?

on how to modify the boot options. Just add "debug" (without quotes) there.
