[mat-dev] Allow to skip tests that need sandbox

Hi, 0xacab doesn't like my email address, thankfully there's a mailing
list.

The Portage package manager is already running a sandbox, and double
sandboxing results in runtime error.

Could you add an environment variable to conditionally skip such tests?
