Apologies for the delay.
I have:
- verified that Conan has made hundreds of contributions in the last
year (as per the currently documented process),
- taken Chre's explicit agreement as a vouch for conan,
- added conan to the list of French reviewers.

Also, please have in mind that, while we expect translations to be added
as suggestions and only accepted by a reviewer, the system doesn't
actually forbid Reviewers of directly saving translations, and when a
translation is saved in the "Waiting for review" state it's already
going to be rendered in the production website. We're in the process of
improving this UX but depend on some changes in Weblate. I don't really
know how teams and current reviewers are treating this situation.
