[mat-dev] mat2 0.12.4

Greetings,

A new version of mat2 was released, the 0.12.4, on the 23th of April,
2022. Signed snapshots are available under the appropriate tag[1].
I wrote a small blogpost[2] summarizing the changes, and the full
changelog can be found in the CHANGELOG.md file[3].
