This situation is not so common. IIRC boyska has not faced it yet,
and other contributors might welcome a reminder, so here we go:
- until the freeze, code MRs should target the devel branch, except
for bug fixes we would want included in a potential 4.18.1, in which
case they should target the stable branch
- after the freeze, code MRs should target:
- the testing branch, if they're for 4.19
- the stable branch, for bug fixes we would want included in
a potential 4.18.1
- the devel branch, if they're for 4.22, our next major release
