You're saying "more privileges" so I'd like to understand if it's
"more than the current status" or "more than ideal".

According to
https://gitlab.tails.boum.org/help/user/permissions.html#project-members-permissions
one needs Developer access to assign a merge request.

Are higher privileges needed to set the Reviewer?
