I've updated the monthly reminder email to point to the correct place.

I've added links in
https://gitlab.tails.boum.org/tails/blueprints/-/wikis/monthly_report#next-reports
to make it easier for anyone with write access to the wiki to create
these pages and copy the template into it.

I've copied the template into the page for the January report.
