[Tails-l10n] Tails 4.16 release schedule

Tails 4.16 is scheduled for February 23.
I hope anonym will be the RM.

tails-manual-testers@???, please let tails-rm@??? know
whether you can do manual testing on February 22 (mid/late afternoon
UTC) or February 23 (morning UTC).
