Thank you both for reporting this problem.
AFAICT, we now have code to automatically send user password reset
mails and mark users as confirmed, so this problem should not happen
during the final migration. I understand that last time, we did not
want to spam every Redmine user, who might or might not be interested
in trying out this test migration to GitLab, so we did not run
that code.
