I don't think it is a good idea to have strangers as reviewers, specially in languages we don't speak at all.
In practice, non-reviewer translators also review and fix other people work, even when they don't have the ability to mark a string as reviewed. But a reviewed string cannot be changed by translators, only by reviewers.
