Just a piece of IMHO:
Consultant sounds fancier than freelance. Without being a work
environment specialist, to me, consultants are more about giving advice
and optimisation points whereas freelance workers do the actual work.
In both cases, they come off as people working for the project, while
having other occupations elsewhere.
