You could:

- Either get help once to create the persistent volume. Once created,
it should be usable with Orca.

- Or create an encrypted storage volume with GNOME Disks, store
OpenPGP keys there, and copy the corresponding folder to
/home/amnesia every time you start Tails. I understand that
very inconvenient.
