I've been using 3.13.1 on Surface Pro 3 and only needed to disable secure boot.

Would prefer to use the Dell Latitude E5250.

Thanks. So this seems to be a hardware specific issue. We will add the
Dell model to the list of hardware which has known issues with Tails [1]
until we are able to fix this.
