Thanks a lot for reporting your findings!
Unfortunately, the TL-WN721N is marked as "end of life" at TP-Link:
https://www.tp-link.com/en/products/details/cat-11_TL-WN721N.html
And as "unavailable" on Amazon.
So I don't think we should recommend our users to look for it.
I have it's successor, the TP-Link WN821N but it's not recognized in Tails.
