FWIW, I had no problems creating a fully functional Tails 3.12-rc1 on a Verbatim USB stick with Gnome Disks on LUbuntu 18.10. Works both with and without Persistency.
The same image also works with+without Persistency in/as a VM, both against the physical USB stick and against the IMG file with virt-manager in LUbuntu.
