[Tails-l10n] Call for translation: 3.11 announcements

Hi,

Tails 3.11 will be released soon and you can start translating the
announcements, based on the web/release-3.11 branch until the release,
and on the master branch once it's out:

- wiki/src/news/version_3.11.*.po
- wiki/src/security/Numerous_security_holes_in_3.10.1.*.po
