It's a known issue that in the 3.9 release candidate, hidden volumes
cannot be unlocked via "Unlock VeraCrypt Volumes" or the file manager -
this will be fixed in 3.9.
But it should be possible to unlock hidden volumes via GNOME Disks.
Could you try that?
