Franco came from one of Rio’s largest favelas, and in 2016 she launched an “outsider” campaign that took her all the way to the city’s municipal chamber. She was a fearless critic of police brutality and racial profiling, and she was a tireless campaigner for the empowerment of black women. Franco’s murderers remain at large, but the global expression of solidarity which followed news of her death has already revealed their failure.
