Yeah... I have my doubts here. I'm worried about putting that much text
displayed upfront on this page and I thought instead that the "Why?"
link was a better way to provide this info. It might actually tease
people's curiosity and then they might read more than if it was
displayed upfront. But this is pure speculation...

Yeah... It came from this super great meeting we had in April 2016,
remember? The idea is to provide reminder of basic OpenPGP instructions
to verify the ISO to people who already know OpenPGP a bit but still
need instructions to perform the verification. I'm not ready to reopen
this debate :)))
But thanks for reminding me of updating the design documentation!
There will clearly have many things to update on the (not-yet-merged)
documentation from DAVE 1.
