My Tails 3.1 definitely has uBlock Origin.
Last time someone had similar weird issues, it was because they had
enabled persistence for the entire ~/.tor-browser directory (unsafe,
unsupported, don't do that). So if you've seen this problem with
persistence enabled, please retry without persistence, and if it
happens again, please report a bug as documented there:
