It's because you can freely edit the stuff under "blueprint" (for example
https://tails.boum.org/blueprint/bootstrapping/extension/discussion/ )
which by the looks of it then gets committed into the repo.
Fairly worrying though IMO, that stuff should be in a separate repo. I
don't know if there is a way to override the path your editing, but seems
better not to risk it
