[Tails-dev] Upgraded

Hello there,

To make this email simple and easy. I upgraded to the latest version of
tails, through the older version of tails. Now, because of this update, I
cannot access Tor but I can access the "unsafe browser."

I remember getting a message saying "Tor is ready." I no longer get that,
and if I start Tor anyway, it says "The proxy server is refusing
connections"

How do I fix this? I looked online and nothing helps......
