[Tails-project] Publishing our monthly reports at TPO

Hi!

While preparing the May report I noticed that until some time ago we
also were supposed to send this report to tor-report@. However, it looks
like this list has been discontinued since march 2017. And the mention
has disappaeared from our monthly report blueprint in commit
fddc0a0d2f80060231d07aeed7f025d7c65b58bb (made by intrigeri).
So here is my question: do we still want to send this report to some Tor
lists? And if yes, which one?
