Indeed, on the testing branch I see:

code_of_conduct.mdwn
criteria_for_easy_tasks.mdwn
document_progress.mdwn
Redmine.mdwn
roles/
roles.mdwn
social_contract.mdwn

That's because this directory is (intentionally) not translatable.

But there should be PO files for every translatable page elsewhere :)
