What you propose is not possible with the "security fix" that Debian implemented. MAT cannot be used to process PDFs at all anymore. Even ones that don't have images.
Is fixing this bug a hard hack or is it primarily that no one has the time to devote to it?

A way to fix this issue is to mat your pictures before including them in
your pdf, and then mat the whole pdf.
Otherwise, feel free to propose a patch ;)
