[Tails-project] Frequency of automatic reminders

We currently have two reminders for the monthly meeting (one on day 15
and one on day 1). What about having only one on day 24 (at least one
week in advance)?

Spoiler: I'll soon propose to have a new reminder for the monthly
report, on day 1 this time :)
