Scratch that!

For some reason I was more annoyed by this bug than I should
rationally be, so I went through the dependencies recursively, and
found a "Recommends: cracklib-runtime" that sounded appealing,
installed that package and the feature now works fine ⇒ it's now known
as #10862, topic branch being tested, should be in 2.0~rc1.
