Tooltips are important, as they can help to better understand the
purpose of the elements in an interface.
In Tails 2.0 (Debian Jessie), there appear to be no tooltips [from
tester]:
[I've clicked on about 50 icons where I had no idea what it would do and
there was no
mouseover text either...yeah that's annoying]
After some investigation, it seems that GNOME 3 has done away with
tooltips:

In fact, the only mention of "tooltip" in GNOME's stable documentation
seems to be in:

And chatted on #gnome-shell IRC to discover [from others]:
[not too many things use tooltips these days. But they're there!]
[it depends on if that app is set up that way. I know evince has
tooltips for its toolbar icons]
[the shell itself has "tooltips" only on the dash icons]
So, this should be resolvable by adding tooltips; Alan, what do you
think?
