my impression is, that the entire code of conduct is about leadership
(the word leader occurs 15 times in different forms). but nevertheless i
think its oke to sign it to get a ppa.
but doesn't a package get into ubuntu automatically, if its in debian?

in due time." (i don't have any experience with debian packaging (yet)
