I'm undecided about the conclusions you draw from this, and won't
argue about them, but I'm not convinced about these assumptions.

I think these assumptions are correct when one is currently in
a region whose most widespread keyboard layout and formats matches
their own preferred language perfectly. And they're also probably
correct for most travelers who carry a laptop. These use cases might
be a majority of our target user base (are they?), but let's keep
other situations in mind, e.g.:
* keyboard: those who don't own and carry a laptop will use whatever
physical keyboard they find, and most of them will want the logical
layout to match the physical one; it implies that in the situations
I'm talking of, the preferred keyboard layout is based on the
current location (region) of the user, not on their preferred
language;
* formats: it's not obvious to me whether one would prefer formats
based on their current location (region), or on some region their
preferred language is widespread in, in case they are not aligned.
I can see decisive arguments both ways. I guess it may depend on
how long one has been in said location, or plans to stay, and many
other factors.
