What do you mean by "options panel" here? Can you send a screenshot maybe?

Oops. I'm personally using different kinds of captive portals with Tails
from time to time and they both work fine. Maybe your captive portal is
different (they are all very different) or you are missing something.

That shouldn't be required. Restarting Tor manually from inside Tails is
possible but it's messy and can break easily. Most of all it shouldn't
be needed to connect through captive portal.
I suggest you try to give more information about your problem on
tails-support@??? maybe with some screenshots.
