Technically, you are correct. However, from an experience perspective,
all listed items under 'Devices' are mounted. The logic here comes from
the most occurrent device experience people have, USB Flash Storage.
When plugged into the respective port, the USB device auto-mounts and is
then visible in device listings; when unplugged, the device disappears
from listings. People will potentially correlate a visible device
listing with open access to that mounted device.

If we limit the population of 'Devices' with available volumes/devices
to mount to the person who establishes an administrative account, all we
have done is clear things up for the operational user, which is a less
occurrent use case than the hybrid admin/operator of typical computing
experiences.

A resolution could be to limit the presence of the listed potentially
mountable volumes/devices to 'Disk Utility', with or without the barrier
of an established administrative account.

Another resolution could be to have a disclosure triangle/dropdown menu
display the list of potential volumes/devices located alongside the
'Devices' label, again, with or without the barrier of an established
administrative account.
