Maybe it also is too technical, but what about "Bootstrap(ping) Tails"?
That could express that it's a installation/intermediate/setup stage
towards a "higher" setup stage, like in GCC.

Thinking as a translator on the other hand, I can already imagine
difficulties and discussions to express the term correctly.
