*Call for papers: “New perspectives in educational policy and governance:
interactions between institutional and non institutional actors”*

The aim of this panel is to explore the role of different institutional
(interest groups, international organizations, policy makers) and non
institutional actors (civil society, students' social movements,
protesters) in shaping the governance and the process of reforms in
educational systems both at secondary and tertiary level. The policy agenda
and its characteristics are, in fact, influenced by the interaction between
several stakeholders who usually carry conflicting interests. At the
present time, the pervasive influence of the idea and practice of austerity
among political élites in Europe is conditioning policy options in a
variety of fields, including education, thus exacerbating tensions and
creating new problems. In this context, the panel aims at providing new
insights into a debate that brings together two fields of study: social
movements studies and policy analysis. Examples of relevant topics to be
analyzed in this panel include (but are not limited to):

1) Role of different stakeholders in the reforms of educational systems
during the last decades, including institutional and non-institutional
actors;

2) Effects of governance settings on the behavior of different stakeholders
in education policy field, especially (but not only) non-institutional
actors;

3) Contentious reactions to austerity measures in educational systems, and
their impact on the policy-making process;

4) Historical or long-term processes implicated in the configuration of
distinct governance settings in this policy field;

5) Interest groups (business groups, think tanks) and their attempt to
influence politicians and policy makers;

6) Interactions between policy makers, politicians and civil society in
educational policy-making process.

The panel welcomes contributions analyzing the variety of relationships
between institutional and non-institutional actors in the policy field of
education, including micro, meso and macro perspectives, as well as papers
focusing on specific cases and comparative studies. The panel accepts
contributions on both European and non-European countries/regions.
