as discussed in various places already, with #8654 we've introduced
important changes wrt. how the list of APT suites used at build time
is computed.
So, you'll want to re-read at least the first sections of the
corresponding doc:
https://tails.boum.org/contribute/APT_repository/
If theory isn't enough to make you grasp the whole thing, for a more
hands-on approach, you can then:
* look at config/base_branch and config/APT_overlays.d/ in the
experimental branch
* look at the corresponding Cucumber scenarios:
https://git-tails.immerda.ch/tails/tree/features/build.feature?h=stable
