[Tails-l10n] Call for translation: 1.3.1 release notes and s…

Hi,

we're currently putting together an emergency Tails 1.3.1 release.
The release notes and corresponding security announce are ready to
translate in the stable branch:

* wiki/src/news/version_1.3.1.*.po
* wiki/src/security/Numerous_security_holes_in_1.3.*.po

This release is meant to be out tomorrow around noon CET,
but there are slight chances that it can be announced tonight (CET).
