[Tails-dev] [review'n'merge: 1.3.1] feature/tor-launcher-0.2…

This branch upgrades Tor Launcher, which will fix:

* https://labs.riseup.net/code/issues/6985
* https://labs.riseup.net/code/issues/8964

I've upgraded the test suite as necessary and successfully run it on an
image built from this branch for the relevant tests, i.e.
tor_bridges.feature and time_syncing.feature.

Candidate for Tails 1.3.1. Please merge into stable and devel.
