This seems to be possible (untested, though), and it's actually what
the Claws Mail FAQ recommends:

No idea if/how we can pre-seed this setting in the accountrc.tmpl or
clawsrc we ship. Anyone wants to take a look at it?

... more specifically, comment 16 there is about the Queue folder.
Note that the drafts and sent folders may have the same kind of
problems, "someone" should check if that's the case in the default
configuration we ship.
I have to say that I'm not very enthusiastic at the idea of putting
lots of work into Claws Mail again, since we're supposed to move to
Icedove this year. But this problem seems pretty serious to me, and we
cannot leave it unaddressed IMO.
